Make "Remove cover art" edits auto-editable and approvable

      From my experience, most edits to remove cover art are done to replace images of inferior quality with better ones, or to remove covers that were attached to the wrong release (e.g. a CD cover to a cassette). In my opinion, this use is mostly non-controversial and does not require the same amount of checking as other destructive types of edits. For that reason, I think that auto-editors should be able to enter "Remove cover art" auto-edits and, more importantly, approve such edits by other users.

      Of course, special attention needs to paid by an auto-editor entering such edits or approving them. Not all "Remove cover art" edits are as non-controversial as the ones mentioned. However, I think that the Code of Conduct for auto-editors already sets the bar high enough to prevent (or at least discourage) abuse.

      One problem I see with this proposal right now is that deleted images get removed from the CAA about instantly. This makes it hard to contest wrongful removals, as the old image no longer exists. But again, I think that the Code of Conduct should sufficient to address that issue. If we are less than 99% sure, we should enter these edits normally, and not just approve such edits by others.
