Clear up that for Dutch titles lowercase is the norm despite artist intent

      I recently joined this project and did my best to add a few releaes and works as accurately as possible. A fellow editor pointed out the Dutch style guide to me and told me to "read it again". It took a few days to realise the Dutch part of the text was ambigous, it did say when capitalization must be used, but did not say when capitalization should not be used. (the English translation however was more clear).

      I proposed a change to the Dutch style wiki to clear up this ambigouty and clearly state that we are expected to use lowercase for Dutch titles despite artist intent.
