Different people probably prioritise different tags in their music (and maybe have different prioritisation if it is pop or classical music etc). I care a lot about Title, Composer and Year, hence I want them at the top when I check how Picard updates my tags (I have set Picard to have the changed fields at the top). It would be great if I was allowed to reorder these fields. I might even want a certain set of fields at the top, independently of if they have changed or not (so I always know what is on the second line).
