I make heavy use of replaygain, and store it in MP3 files in the RVA2 frame (generated with the 'mp3gain' tool). Despite having 'RVA2' (or '~id3:RVA2') in picard's preserve tags setting, the RVA2 frames are removed when I save the file.
Before saving, the file tags look like this (printed with mutagen-inspect):
