send email to editor feature hasn't been working anymore for me in 2015 (I have confirmed this for weeks before the time I had no right to create Jira, around January or so, and until today) :

1. I go to https://musicbrainz.org/user/ANY-USER/contact
2. select both Reveal my email address and Send a copy to my own email address
3. write my Subject and Message
4. eventually clicking Send button

It says my e‐mail has been sent but neither I receive my copy nor the recipient receives my message.

• I used this feature often before that
• Nowadays other editors can send messages, because I do receive those that are sent to me this way (but can't reply if they did not reveal their address)
