I'm not sure what this table used to do, but at this point it's only referenced in the codebase on import, export, CreateTables, CreateReplicationTriggers, and files generated from one of the last two of those. Which is to say it's a replicated table that does... nothing? Also, every row has frequency set to 0. And it only represents a subset of our languages and scripts.

So I presume we should get rid of this.
