New users can't enter standalone recordings. This is from the classic tagger days when people used to try to add non-album tracks in order to tag them instead of looking up the correct release. That was a long time ago and in NGS times, it's led to people adding works for things that are valid recordings, because they're prevented from adding it properly.

I think it would make sense to just remove this restriction and see if it causes any problems.
