STYLE-132 has passed - please remove the voting restrictions of data quality

As per the proposal: "the votes needed to change quality and the votes needed for edits of stuff set to HQ and LQ will be the standard 3, they'll all allow autoedits (including the actual "change quality" edit) and not fail on expiration."

Once that's done please reassign to me so I can change the Data Quality page and put http://wiki.musicbrainz.org/User:Reosarevok/Data_Quality in its place (or do it yourselves if you want).

lib/MusicBrainz/Server/Edit.pm lines 166-188 and parallel 'sub edit_conditions' in subclasses (within lib/MusicBrainz/Server/Edit/ are where this needs changing.

reosarevok, you can probably even do this yourself, noting that tests may also need updating in some cases.
