We don't want to list all the releases where the URL is being removed, and we also don't want the URL to be removed if the art add fails; best option is just not to show releases where those edits are pending in the report.

The reason I wanted to exclude ones with pending edits is because pending relationship removals don't make the release show up as having pending edits, so you have no idea which releases have relationships which can be removed and which have relationships that are already being removed, which makes it difficult to actually do anything with the report right now.
IIRC we would just need to check that l_release_url.edits_pending is 0.
