The page says "Please note that capitalization of the label name is taken into account when determining the need for a comment. The two labels some name and Some Name are not the same." - but that's not true. Adding "Label" when we have "label" asks for a comment. Since that does avoid duplicates, I'd guess it's a feature, and as such it's the text that must go.
