Display language zxx ("No linguistic content") in release editor form

Some releases have no linguistic content in the tracklist (e.g. just numbers or symbols), but we currently don't display the correct language option in the release editor.

To resolve this task, the frequency of the row with iso_code_3t='zxx' in the language table needs to be changed from 0 to 1.

The release title counts into the release language consideration too so the list of candidate releases for zxx should be shorter.

Agreed... however, it is still needed for a few. Also, if works have a "language" attribute in the future, this option will be very valuable for songs without lyrics!

@Václav Brožík: Examples can be seen here: (I didn't edit them all). If you think any of them is not zxx, please note it in the edit that changed the language and submit a modifying edit
