Is this issue intended to include creating and linking a work for every recording in a release? How about a "relate to works" option for "Relate to..." like we have for recordings?

No, there are other tickets for adding relationships, e.g. MBS-1837. Also, if you weren't aware, that's basically bitmap's GSoC project.

Thanks nikki, I'll watch that bug too. Is bitmap the assignee (Pavan Chander) or is there some place I can read more about what's planned for this GSoC project?

Heh, no, Pavan is navap, Michael Wiencek is bitmap. I've asked bitmap if it should be assigned to him (probably). His GSoC blog has a bit more info, it's at http://bitmap-gsoc2012.blogspot.de/ (linked from the sidebar of http://blog.musicbrainz.org/ )
