10 0 * * * /home/musicbrainz/cron/daily.sh

is not he same as

0 10 * * * /home/musicbrainz/cron/daily.sh

I'm lowering the severity from MAJOR.
On a related topic here's more serious bugging stuff time might be better spent on like being unable to vote subscriptions (MBS-2026) as for an example.

It's been constant so long now there's no point changing it again.
